The importance of the data ecosystem in policymaking cannot be overemphasized in the Nigerian society where everyone hopes for a government that can make decisions that are better supported by evidence with minimal uncertainties. This study takes stock of empirical and recent theoretical developments that are linked to achieving excellence in the data ecosystem, and how the data ecosystem can influence evidence-based policymaking. The study also illustrates some opportunities and challenges of e-local governments in Nigeria, using Lagos State as a case study. The study adopts the cornucopian theory which states that population strength comes with more brains and ideas, and when properly managed, through adequate statistics, can yield positive outcomes in the form of modern gadgets products and other technologies that can help improve the quality of life. The survey design was used and data were analyzed using descriptive statistics. The stated hypotheses were tested using Chi-Square and Pearson Product Moment Correlation Coefficient at 0.05 level of significance. The findings in this study revealed that the data ecosystem is significantly related to evidence-based policymaking. The study concludes that excellent data ecosystem is needed to achieve evidence-based policymaking in Lagos State. Hence, local governments should recruit staff that are competent in the use of information and communications technology, the State should also partner with other data-generating agencies and relevant stakeholders that are capable of driving the data process from collection to sharing stages. Also, local government administrators should be willing to adapt to new environmental changes to achieve improved performance in terms of digital governance, with adequate attention to data privacy and secrecy.
